Dr Silvia Montoya
Director, UNESCO Institute for Statistics (UIS)
Dr Silvia Montoya is the Director of the UNESCO Institute for Statistics (UIS), which is the statistical branch of the United Nations Educational, Scientific and Cultural Organization. Dr Montoya has extensive experience in a wide range of national and international initiatives to improve the quality, management and use of education statistics, with a specific focus on learning assessment. With the adoption of the Sustainable Development Goals, she represents UNESCO as the co-leader of the Sustainable Development Goal 4, working closely with the international education community to build consensus around a core set of indicators. These indicators measure progress towards education targets, as well as ensuring the statistical capacity-building services needed to help Member States produce and use the resulting data. Dr Montoya holds a Master’s and PhD in Policy Analysis from the Pardee RAND Graduate School, and a Master’s in Public Administration from Kennedy School of Government at Harvard University.
